2. Construction quality
The Contractor has done his own quality control in compliance with the approved Quality Control
Plan.
The Contractor has sufficiently arranged his own engineers for quality management during the
construction and given technical guidance on the trial construction prior to any mass construction.
The Contractor has arranged the site laboratory in collaboration with the external laboratory to
check and test materials and work structures timely.
The Contractor fulfills his responsibilities of Works quality, assuring that all materials and Works
items are correctly incorporated into the Works and built in accordance with the Design and
Specification.
3. Difficulties of the Package
The previous lack of finance has since been solved with the payment of the Additional Advance
Payment of 79 billion, and we therefore expect more improvement than has been demonsstrated.
However the Tet holiday has resulted in a slow start-up especially with the VNC Contractor for
Base Course.
Lack of initiative to now improve progress with extra shifts with more work fronts and with
replacement of Subcontractors eg. the subcontractor to replace Thai Duong.
VOs and IPCs have not been solved thoroughly and quickly enough.

Enhance equipment and teams and work fronts to catch up the slippage in the construction of
subgrade and base and bridge work and also to enhance the acceptance documents and payment
procedures.

Main items contributing to the March’s Slippage:

Construction of SuperT girder: As planned, the Contractor should have completed completed 39
Super T girders; but until now the Contractor has only completed 36 girders.

Construction progress of Base: According to the plan up to 20/03/2014, the Contractor should have
completed 26,656m3 but actually he achieved 20,580m3 only.
However, due to payment in advance of the base and steel materials, percentage of the packgage’s
progress exceeds the set plan.

Embankment section:
- Lack of equipment for embankment construction (roller) in order to make catch-up of the slippage in
Base and also Subgrade.

The workers and the engineers of the Contractor working at height have not yet fully and
strictly complied with wearing protective hat, safety belts and protective nets and this situation
worries the Engineer in terms of labor safety and environmental hygiene even though these
matters have been repeatedly reminded to Namkwang by the Engieer and even the Employer.
The Contractor should enhance traffic assurance at the intersections with provincial roads and
residential roads (to advoid such the accident happened on 25 Marr 2014 at the intersection of
B38 and PR206).
A second health and safety report has just been carried out by the H.O Specialist Mr.Walter
and very critical of the Contractor who has not instigated improvements in many health and
safety issues. A meeting will soon be programmed to focus on improvements.
Assessment of Contractor’s Financial Issues.
The Contractor should expedite the process of acceptance documentation for IPC since the
completed quantity is significantly more than the paid quantity, which negatively affects the
Contractor’s financial status.
The VOs has been slowly processed and handled by the Contractor, which affects the
disbursement process. Up to now, VO.01, VO.02, VO.03 and VO.09 have been approved by
the Employer. The Engineer already issued a letter to respond to the Contractor but the
completed documents of VO.04 which is the largest value has not been done to submit to the
Engineer for checking.
