INTRODUCTION
1. Reasons for choosing dissertation topic
Improving the quality of entrance admissions is the first step to
innovate and improve the quality of education and training in military
academies and schools in the context of current education innovation.
Resolution No. 29-NQ / TU, 8th Conference of the 11th Central
Committee Executive Committee, on fundamental and
comprehensive innovation of education and training indicated the
solution for university admission as follows: "Change new university
and college enrollment methods in the direction of combining the use
of academic results in high schools and the requirements of the
training sector ... Assigning autonomy of enrollment for higher
education institutions ”.
The process of education reform has been setting new
requirements for management of training and enrollment in military
academies and schools. The development of the military school
system in both quantity and quality has set new requirements for
general reasoning and military enrollment theory in particular.
Practical situation of military enrollment currently exists
many shortcomings, failing to meet the requirements of education
reform. While scientists continue to study the theory of enrollment
quality management, the practical operation of enrollment in military
academies and schools still takes place, forcing managers to give take
measures to handle situations.
Currently, there is no work or author to study in a fundamental,
systematic, intensive way about enrollment and military enrollment
management. From the above reasons, the PhD student selected the
research topic: "Enrollment management of military academies and
schools in the context of educational innovation" as a research topic.
2. Research purpose and tasks
2.1. Research purpose
Research to clarify the theoretical basis and practical basis for
managing enrollment in military academies and schools, on that
basis, proposing enrollment management measures to contribute to
improving the quality of university training of military academies
and schools, meeting today's educational innovation requirements.
2.2. Research tasks
Developing a theoretical basis for the enrollment management
of military academies and schools in the context of educational
innovation.
2
Determining the practical basis of the issue of the enrollment
management of military academies and schools in the context of
educational innovation.
Proposing a system of measures of the enrollment management
of military academies and schools in the context of educational
innovation.
Testing and making experiments the proposed measures,
confirming the necessity and feasibility of the measures
3. The subject, object, scope of research and scientific
hypothesis
3.1. Research subject
Training management of military academies and schools in
the context of educational innovation.
3.2. Research Object
The enrollment management of military academies and
schools in the context of educational innovation.
3.3. Scope of research
This dissertation focuses on studying the management
activities of military university enrollment of military academies
and schools in the Ministry of Defense. Data on investigation,
survey, collection and the evidence used in the dissertation is limited
to the range from 2015 to 2017.
3.4. Scientific hypothesis
If based on the theory of quality management of human
resources input and the theory of capacity development in education
and training to build enrollment criteria approaching to capacity;
propose the system of military enrollment management measures that
impact on the stage of human resource development, admission
process, recruitment and post-inspection in accordance with the
characteristics of the military sector, will improve the quality of
recruitment of human resources input, contributing to improving the
quality of training in academies, military schools meet the
requirements of current education and training innovation.
4. Methodology and research methods
4.1. Methodology
The dissertation is based on the dialectical materialism method
of Marxism-Leninism, thoroughly grasping and concretizing Ho Chi
Minh ideology, the viewpoint of the Communist Party of Vietnam on
3
education. Using a functional approach perspective; system-structure
approach perspective; practical approach perspective; historicallogical point of view.
4.2. Research methods
Use the following combination of research methods:
Group of theoretical research methods: synthesis, analysis,
comparison, generalization, concretization;
Group of practical research methods: observation,
investigation by questionnaires, expert advice
Group of complementary methods
5. New contributions of the dissertation
- Developing the theoretical basis for enrollment approaching
to capacity and decentralizing the management of enrollment into
military academies and schools in the context of educational
innovation.
- Clarifying the specificity of dual objectives, enrolling
students for academic training, and enrolling students under the
command and leadership positions. The military enrollment process
must go through stages, strict steps, from source input development,

inputs and the output quality of the schools.
The research works on the training quality of the military
academies and schools are approached under different angles. Some
authors have questioned the relationship between the quality of
inputs and the output quality of the schools.
Some authors have pointed out the higher quality input, the
better output quality. Some authors have said that the input quality is
hight, but the management of training process is weak, the output
quality does not meet the requirements.
These views show that the entrance exam is very important,
but we must handle the input quality by classifying approaching to
individual ability to create excitement in learning and to train the
talent people for the country and the Army. Although there are many
projects and research works on quality, assessment of the university
input quality, but from the perspective of educational management
science, most of the authors have discussed it as the issue, raising to
continue further research.
In general, studies and research projects in the world have
mentioned the issue of training quality management in universities
but there has not been any research work on enrollment management
of military academies and schools in the context of educational
innovation.
