PREFACE
Last year, we had an internship at Viconship, it was an important and memorable
event. But in this year, the second internship is different with the first one. This time, we
had to find company by ourselves and without instructor. I was very lucky that I had
chance to train at Tan Cang 189 – Haiphong. Everything is different and difficult, but
with the help of staff at the company I learned many things new. They was teach me
about port works, customs procedure, port information, ship, paper work, experiences to
know and acquaint with the job and especially the delivery export containers process –
my internship topic. They took me to the port, containers yard, offices… In here, I saw
and experienced vehicles, machineries, equipment, port activities, processes, working
environment in real. This opportunity helps me enrich my education, knowledge outside
of school and books.
Moreover, managers and employees of 189 Port shared us their experiences and
practical knowledge. They teach me how to do paper works, procedures, operation,
documentations, and some requirements to become a good manager in the future. The trip
gave me many important materials for my report, study and future job. This internship
trip gave me a chance to work like an employee, improve my skills. I learned how to
make an EIR, how the process work, the responsibility of each part and department; also
how to complete procedures.
In addition, the logical organization of ship and harbor capacity is very important,
in which the operation of loading and unloading goods from ship to other mean of
transportation is the main factor decide the capacity of sea transportation. Vietnam, with
stretching coastline along the country, sea transportation holds a key role in the whole
national transportation network. The volume of goods transported especially import and
export. Organizing of loading and unloading goods from ship into other mean of
transportation is important work which operated by port. Port is the focal point of
transportation and the intersection between transport routines in different ways.
Moreover, port can be a starting point or the last point of a routine. Port is also a point
which connected the domestic transport system with the international system. Therefore,
Port is includes with many unloading equipment along with shore, warehouse,…In order
to reach the highest result in the working process, port’s operation has to meet the
demand of safety for both people and goods during the loading and unloading goods from
ship to other mean of transportation. Actual statistic shows the time when ships loading,
unloading and check-in, check-out in the port occupies a large amount of time in the
whole time of the ship’s business. In the other hands, a good organization of loading and
unloading process in port will increase the transport capacity of the fleet which can bring
a high business result to national economy. Tan Cang – 189 Haiphong Terminal occupies
a significant position in the cluster of Northern port. The company has developed its role
in the port business in the past few years and continuing to developing more in the future
to meet the demand of national and also international economy.

Tan Cang – 189 JSC is a new port, was established on 24.06.2011 on the basis of
contributed between 3 partners:
The Tan Cang Saigon Company (Tan Cang Saigon) accounted for 46% of the
equity.
Shipyard Z189 - Department of Defense accounted for 51% of the equity.
Consulting Maritime Construction Firm accounted for 3% of the equity.

1.1.1.
History
Tan Cang – 189 Haiphong Terminal is the second subsidiary of Saigon Newport
Cooperation in Haiphong. Tan Cang – 189 Haiphong Terminal was established in 24th
June 2011 with the location 20.54.04N 106.45.30E. 189 – Tan Cang JSC consists of
three main members: 189 Co. Ltd (51%), SAIGON NEWPORT COOPERATION
(46%), Cooperation Marine Construction work (CMB-3%). Tan Cang -189 Haiphong
Terminal is located inside Dinh Vu industrial zone, Dong Hai Ward, Hai An District,
Haiphong city. Tan Cang- 189 Haiphong terminal belong to the Haiphong port group
which is considered to be the major Northern sea transportation gateway. Currently, Tan
Cang- 189 has 160 meters of berth and 10 hectares of CY. SNP will continue the
investment to extend the berth and enlarge the CY at Tan Cang- 189 terminal in the time
to come. Tan Cang- 189 is expected to have 3673 meters of berth and 20 hectares of CY
which will be able to accommodate the two vessels with the tonnage of 20,000 DWT for
each simultaneously. The company has the Ministry of Defense as the governing body
On August 07th 2012, Tan Cang - 189 Terminal has successfully held the
ceremony of welcoming the maiden call – Vessel Magellan Jupiter with
7977 DWT, LOA 133m, which is operated by SITC line. The ceremony of
welcoming the maiden call at Tan Cang- 189 terminal has remarked the
historic significance as this event is the primal step in the whole
development process of Tan Cang 189 JS in particular and SNP in general
in the North of Vietnam. With the expertise and great experience of SNP,
Tan Cang 189 is an essential link of SNP’s Logistic network. With the
slogan “Mutual Benefits – Development Together” Tan Cang 189 commits
to provide the top quality service and warmest caring and support which can
assure the satisfaction of any shipping lines and clients.

only 6 knots.

right in the Bach Dang River confluence thus the inflow of 189 Port is common with two

Frontline:
189 Port is a small port, there is only 1 wharf. The frontline of the port has 3 cranes are:
a) Liebherr Crane No.1 (manufacture year 2005)

- Maximum capacity: Import cargo: 19 conts /h
Export cargo: 15 conts /h

Warehouse Capacity:
As a dedicated container port, there is not warehouse designed for 189 Port, but only
3 fields with area of 12.5 hectares, including container yard, reefer container yard and sub
yard for bulk cargo.
a. Container Yard:
- Container yard planned area of 7.5 hectares, load of 4 tons /m2, able
to arrange 4 container layers. Yard planned for 27 lines, each line
includes 3 bays, 17 rows, 3 tiers.
- Maximum capacity: 4131 TEUs
b. Reefer Container yard:
- The area of over 1 phase, including 9 coolers, each cooler has 18
power sockets.
- Maximum capacity: 162 TEUs
c. Bulk Yard:
Even 189 Port mainly operating container, but sometime port also receives ship with
bulk cargo, and specific bulk yard with area of 3.8 hectares. Currently, bulk cargo in 189
Port is wood.
Rear line
In order to serve 3 yards mostly container, 189 Port rear line vehicles are equipped
with cranes (gantry crane type) and forklift.

There are 2 bracket bark lifting vehicles, 1 capturing frame and 1 side frame
dedicated to lifting container bark.

c. The passing through ability of vehicle line:
The Port has a dedicated vehicle fleet to loading and unloading containers, including
5 FAW and Dongfeng tractors have dedicated container trailer, 3 basic trailers and 3 floor
trailers.
Overall assessment of 189 Port Vehicle Capacity:
With the vehicles, personnel and statistics exist, 189 Port has active and similar
vehicle lines. The ability of those lines is equivalent suitable for synchronous,
rhythmic manufacturing operations, release ship quicker. In fact, 189 Port can
receive and release ships under 1000 TEUs within 24 hours.
1.2.3. The Port Operating Process:
The mainly operating products of 189 port are containers, the operating process of
the enterprise was built for loading and unloading containers, in which loading and
unloading plan for export and import are: Ships – Shore Cranes – Tractors – Forklifts –
Ships (for import) & Field – Forklifts – Tractors – Shore Cranes – Ships (for export)

In some situations, some companies have agreements with the port about the
shipside - type containers thus the plan above will be shortened to Ships – Shore Cranes –
Trucks (for imported domestic goods) and Trucks – Shore Cranes – Ships (for export).
Tan Cang - 189 Haiphong loading and unloading containers technological progress
has been mechanized almost 100%, each step, each manipulation were rationalize and
minimize unnecessary work. However, vehicle fleet has only 5 tractors with dedicated
trainers. The rest are 3 basic trailers and 3 floor trailers, this means when lift container to
trailer still requires workers with manual manipulations. The result, to complete all
manipulations is wasting a lot of time this cause of reduce the labor productivity, lengthen
time to release ships

The Structure and Organization Chart:
As a joint stock company, the Tan Cang 189 has the structure like the other joint
stock company: Board of Directors operates the company, Board of Directors elected by
the Shareholders' Meeting and controlled by the Supervisory Board as well as
shareholders elected. Directly operate production is the Directors Department
determined by the Board. Under the Directors Department are the specialized
departments and parts directly under departments. Staff of 189 Port is distributed as

1.4.1.
Company Business Result (2012-2014):
As a newly established company, not have strong traditional and finance, but the
Broad of Director and all staff of Port 189 are determined to build a stronger company
step by step and overcome any challenge. Since welcomed the first ship dock on date
08/07/2012 until now, from every first toddler steps, New Port 189 Haiphong was
growing, ensure stability produce, create stable income for workers. Despite of the period
that company in difficult situation due to a number of customers left the company but
with the efforts of leaders and all employees of the company, 189 Port remained standing
and gradually regain its position.

Looking at the chart, we can see 2014 quantity is approximately to 2013. To obtain
this result, 189 Port has made attempts to overcome extremely difficult period beginning
from the third quarter of 2013, when the Central ports cluster was developing rapidly,
some clients of 189 Port has promoted to change schedules, transportation routes, made
cargo to the Port of serious decrease. The risk of being dissolved, whole company from
the Board of Directors to every employees who has been extremely trying, one hand
expanded, attracted customers, on the other hand promoted the spirit of overcoming
difficulties, trying to speed up the ship release time, created customers’ confidence.
Gradually, the port has enhanced the quantity and promise great developing in 2015.
Specific production chart for each quarter in two years will give us clear view. The total

1.4.2.
The situation of underutilization capacity of Tan Cang Corporation 189 Haiphong:
a. Objective Reasons
Goods are not harmonized:
This is the common characteristic of ports because the port sector is services, goods
cannot absolutely controlled but depends on seasons, partners and objective reasons as the
weather, tides, policy,… On the other hand, due to the port's customers are different

carriers with different schedule, sometimes it makes a coincidence of port schedule. If
there are 2 ships come to the port at same time but there is only 1 wharf, it will difficult to
make a schedule, even 1 ship must move to other port. This is clearly a disadvantage of
the port competitiveness and should be address urgently.
The instability of the world economy and the competitiveness of
Haiphong port clusters:
The economic crisis in recent years is also causes diminished cargo to Vietnam in
general and in particular seaports. According to the Vietnam Maritime Bureau, there are
44 seaports with about 44,000 m long wharf, the total design capacity reach 470-500
million tons of cargo /year. However, due to the economic crisis made many ports falling
into starvation. Although from 2012 until now maritime transport sector began recovery,
but in 2012, total goods through ports whole country was only 296 million tons about
60% total design capacity. In 2013 reached 326 million tons increase of 10% compared
with 2012. According to government plan for maritime industry to 2015 goods through
Vietnam ports reach 410 million tons /year, and 2014 production reach 370.3 million
tons/year, 70% less energy. Worth mentioning here total quantities of whole country,
Haiphong ports cluster, especially containers, is the lowest level. Although according to
statistics, 12.45 million TEUs of goods through the entire Vietnam's seaport system in
2014, through Haiphong ports reached 3.36 million TEUs, increase 20.3% compared with
2013, but if compared with two large port clusters in the country, Haiphong ports are
lower (HCMC area reached 4.98 million TEUs, while cluster with the highest growth rate
Hatinh, reaching 4.09 million TEUs, increase 33% compared with 2013). This shown
that, in concurrent with the state promoting the growth of the Central area seaports,
Haiphong area has lost the traditional advantages, falling into competitive disadvantage in
development due to slow movement , limited line and release cargo capacity.
Tan Cang 189 is belongs to Haiphong ports cluster are heavily influenced of the
disadvantages mentioned above. Although the Director Broad has tried hard to boost the
port's reputation for partners, along with the efforts of all staffs, workers working to
release ship as fast as possible, create confidence for customers.
The cargo import and export control process of state authorities:
Although the country has made reform movements about procedures for import and
export of goods, but it is clearly that the barriers of administrative procedures in Vietnam
caused a many difficult for export, created a disadvantage for Vietnam's seaport system.
b. Subjective Reasons:
Restrictions on competitiveness and the capacity of the port vehicles:
Amount of cargo through port is little. As mentioned above, due to the economic
crisis in recent years caused little amount, enhanced competition between ports.
While 189 Port is a small port, to increase productivity and efficiency operating,
port operation expand routes, many shipping firms, but the infrastructure has not

met demand, only 214 wharf (maximum 1 ship), causes ship must wait, reduces
the competitiveness of the port. Previously, the port received 4 ships of 3 firms
weekly. . But now, only 2 ships per week this leading to irregular amount.
Objective reasons due to the large Central seaports cluster dramatically reduces the
competitiveness of the Northern ports cluster in general, there is also due to the
disadvantage of Haiphong Port in ability of arrange ship docked.
Lack of condition, equipment to support production: 189 Port equipped with basic
equipment to produce, the rest support for production but not yet adequate, so with
a young port, newly established, there is no strong base, finance still tight. For
example, driving a tractor without equipped with VHF radios to guide driver
drives in the right lane and this will effect to port cargo handling progress. At the
present, staffs of the Port still must overcome this weakness. Moreover staffs still
have to do manually with pen and paper to take note or check thus this will add 1
step to import data into the CMS software (container manager system), reduce
operating rate of port.
Awareness of the employees is not high: 189 Port is newly established, worker
organization of port have not thickness tradition. On the other hand, the port still
hire worker by pieces, does not encourage workers to striving, working, this lead
to the employees still have working style as negligent just to enough criteria.
Not yet interested invest in advanced production facilities with new technologies:
as mentioned above about the capacity of the port facilities, although a theoretical
capacity of 189 Tan Cang is relatively equal, undertake the basic job requirements
of the port, but the most of them are old, especially vehicle system and the
Liebherr 1 (year of manufacture 2005) has relatively high life expectancy (from 10
to 15 years), frequently have to operate at high capacity to ensure the ship release
time cause more frequent breakdowns, affecting productivity and time to release
ship.
Time wastage between the stages in the loading and unloading chain:
Because of the planning yard for RTG cranes (3 + 1) aims to save field area in
pairs line but the way to the line is small (only 1-lane layout), cause vehicles have
to wait cranes down / pick up containers, reduce handling rate at producing climax
time.
The productivity frontline vehicles are not the same, on the other hand, some of
them are too old or small, sudden failure, sometimes leads to jam occurs during
handling cargo, which requires the mobilization, delivery of goods cribs need more
flexible.
Awareness of the employees is not high, plus 189 Port pay vehicle fleet by pieces
which results sometime driver jostle during carry cargo thus the congestion,
increase time wasting to wait for the line.

Imbalance between capability of parts in production chain:
According to calculated data, capacity of lines, rear line capacity is completely
qualified to meet loading capacity of the frontline and vehicle line. But in fact,
during the time operating the import / export cargo, rear line has to serve ship and
delivery client containers at the same time, sometimes exceeds capacity, lead to
jams, reduced release ship productivity.
Capacity of vehicle line is large but the company only has one drive in 1 tractor so
when working continuity, several days or need to release ship urgently, drivers
inadequate to response, while drivers need to rest to recover cause delay.
Along with the analysis and evaluation of factors affect 189 Port operating
capacity, there also some subjective reason and the objective made the
current operating capacity of Tan Cang – 189 JSC. We can see advantages
and disadvantages from this, company can brought out some solutions, ideas
to increase operating capacity of Tan Cang – 189 JSC.

2.2.
Steps of receiving export containers process:
Step 1: Receive the customer's request, prepare documents and set
transporting plan:

List of export containers on each ship by carriers or other depot submit to
Production Supervisors. If the carrier has agreed, the port shall automatically
forward follow the packing list and the data will show on the network.
Production Supervisors agree with customer about the transporting plan to
perform following the order.
Step 2: Release EIR (Equipment Interchange Report) at Port procedures
office:
- There are 2 EIR for tractors which carry container from Tan Cang
- For tractors which carry container from outside depot, driver submit packing
list. Actuaries check the validity of the packing list and update the information
to the computer (owner, numbers, type, owner operators condition, weight, the
carrier seal, ship, destination port - must be changed to "ports of. Temperature,
ventilation, IMDG, operational plans ...) provided by the carrier; print EIR,
sign and submit to Driver. On EIR has container expecting position.
Step 3: Check containers, EIR and time at entrance gate:
- When enter the gate drives drive vehicles follow the regulation submit the EIR
to staffs.
- Check the plate, the seal, the actual containers size on the EIR does not? If
wrong. If the actual containers number is wrong, write real numbers to EIR,
request driver back to EIR release office for grant / revise EIR
- Check outside container condition and seal (torn burst, dented distortion, lacks
of parts ...) if any happen note to “Remark” then request driver to sign.
- After checking and recording is completed submit to driver.
- Driver drives vehicle following provisions stop at STOP LINE, submit EIR to
actuaries at the gate. Actuaries check vehicle license plate, container number,
EIR. Import the number of the EIR to computer to check the origin, if true,
submit the EIR to Customs. After complete all procedures and keep the third
EIR, open barrier.
"Entrance gate", on the EIR of vehicle receives container, depending on the specific
