INTRODUCTION
1. Reasons for choosing the thesis topic
The inspection and supervision work plays a very important
role in the Party's leadership. Through inspection and supervision which
directly contributes to ensure that the Party's the way and guidelines are
correctly identified and strictly observed, at the same time reinforcing
the unity and unity within the Party, overcoming bureaucracy, away
from the masses. On the other hand, it also contributes practically to
educating and training of party members, preventing and repelling the
degradation in political ideology, ethics and lifestyle as well as the
manifestations of intra-party “self-evolution” and “self-transformation
internally, repel bureaucracy, corruption, wastefulness, violating Party
discipline, ensuring the Party is always pure and strong in politics,
ideology, organization and morality.
Grassroots party organizations of party committees of
military officer universities are political nucleus at the grassroots
level, where directly manage, educate, train and inspect and supervise
party members. The inspection and supervision of grassroots party
organizations of party committees of military officer universities hold
a very important position and role in building pure and strong party
committees, building comprehensively strong military officer
universities. In order to build grassroots party organizations of party
committees of military officer universities are really pure and strong

party cells have always paid attention to the leadership, direction and

grassroots party organizations, therefore, which has directly
contributed to improving the quality and efficiency of the inspection
and supervision and improving comprehensive leadership capacity,
combat strength of grassroots party organizations, improving quality

tasks of organs, faculties and units.
However, in the face of the requirement of the Party building
and rectification tasks in the new situation, the inspection and
supervision of grassroots party organizatiions of party committees of
military officer universities has also revealed the limitations and
shortcomings, which expressed in both the awareness and
responsibility of subjects and forces implemented and results
achieved in the inspection and supervision of grassroots party
organizations. The most common problem is that the thinking is slow
to innovate, the awareness is not deep, the content, the leadership
measures and the direction are not yet tight, the implementation
organization is not creative, and there are both dogmatic and
mechanical manifestations, the thinking along the old way, having

innovation on a solid scientific basis.
In the coming years, the situation in the world and the region
will continue to change rapidly and unpredictably. Domestically, the
degrading of political ideology, ethics and lifestyle as well as the
manifestations of “self-evolution” and “self-transformation” in a part
of cadres, party members, ... and the bureaucracy, corruption, and
wastefulness have complicated developments”. The tasks of the
Revolution, the Army, military officer universities and the Party
building and rectification has been put on increasingly high demands.
Especially, the thoroughly grasping and the implementation of the
Central Resolution (12th tenure) on Party building and rectification is
making high demands for the Party's inspection and supervision and
grassroots party organizations in whole the Party; objective
requirements must continue renovating the work of inspection and
supervision, practically contributing to building the Party, building
pure and strong party grassroots organizations, constantly enhancing
the leadership capability and combat strength, meeting requirements
and tasks in the new period.
For the above mentioned reasons, I have chosen the topic:

current period as the theme of a doctoral thesis the field of study
Construction of the Party and the State Administration, which is a

fundamental, urgent, significantly theoretical and practical
meaningful issue.

scope and methods, so far there have not been any scientific works
that have been researched in a fundamental, intensive, systematic
way in terms of the science of Party and State Government
