1 INTRODUCTION 1. Rationale for the study The work of party members management (PMM) is an important content in building party members (PMs); it is seen as the foundation for committees and party organizations at all levels to comment, supervise, train, foster, assign tasks and categorize party members; making contributions to protect internal politics, prevent the deterioration of political ideology, morality, lifestyle, the expression "self-evolving", "self-transforming" internally, building a healthy and powerful party organization. Party members of the party organizations in the Party Committee of the GS General Staff (GS) - National Defence Agency are officials holding key positions and confidential tasks of the Army with their particular and complex features, which requires the exactness, affecting the entire armed force. Therefore, effectively fulfilling the work of PMM will make an important contribution for each party member to raise their sense of responsibility, constantly cultivate, train, and complete their responsibilities and missions. Over the past years, the work of PMM has always been paid due attention to by fundamental party organizations in the Party Committee of the GS - Department of Defence, implemented in an orderly and effectively manner, contributing to improving the quality of PMs. However, the work of PMM in some organizations reveals its limitations and shortcomings. Some levels of party committees and party organizations are not fully aware of the work of PMM; without the initiative in renewing contents, forms and measures of party members management; the quality of some party members is 2 not commensurate with the requirements of their agencies and units; notably, some party members have deteriorated in terms of morality and lifestyle, violated the army’s and the Party’s discipline and the State’s laws. In the coming years, the task of protecting the Fatherland in the new situation is more challenging. The hostile forces urgently exploited the strategy of "peaceful evolution", "non- politicization" of the Army. One of the targets of the hostile forces is aimed at the contingent of cadres in strategic agencies of the Ministry of National Defence. The negative sides and social evils arising from the negative impacts of the market economy, adversely affect the perception and action of some cadres and party members. The task requirements of the Party Committee of the GS - Department of Defence are demanding and more challenging, especially the forecast and strategic advice for the Party, the State, the Central Military Commission, and the Minister of National Defence to deal with the issue and defence and the Fatherland. Accordingly, it is vital for the GPO in the Party Committee of the GS - Department of Defence is to take the work of PMM into great consideration. From the above-mentioned reasons, the PhD student decides to choose the topic entitled “The quality of party member management at grassroots party organizations in the Party Committee of the General Staff – Department of Defence today" as his doctoral thesis, specialized in Party Building and State Government. 2. Aims and objectives of the study Aims The thesis seeks to interpret and clarify the theoretical and practical issues on the quality of the PMM and proposes solutions to 3 improve the quality of the work of PMM of the GPO in the Party Committee of the GS – National Defence Agency today. Objectives Giving an overview of the thesis-related research situation and defining the issues need further addressing. Interpreting the theoretical and practical issues on the work of the PMM, the quality of the work of PMM of the GPO in the Party Committee of the GS - Department of Defence. Assessing the current situation, indicating the cause, and drawing some experiences to improve the quality of the work of PMM of the CPOs in the Party Committee of the GS - Department of Defence. Indicating the requirements and proposing the solutions to improve the quality of the work of PMM of the CPOs in the Party Committee of the GS - the current National Defence Agency. 3. Object and scope of the study Object The quality of the work of party member management of grassroots party organizations in the Party Committee of the GS Department of Defence. Scope The thesis’s focus is on the theoretical and practical issues of the quality of the work of PMM, improving the quality of the work of PMM of the GPO in the Party Committee of the GS and the Ministry of National Defence. The scope of the survey is in party committees and grassroots cells directly under the Party Committee of the GS Department of Defence. The sufficient data, materials, surveys, practical summaries are mainly from 2015 to present. 4 4. Theoretical, practical basis and methodology Theoretical basis The thesis is conducted basing on the perspective of MarxismLeninism, Ho Chi Minh's Thought, the lines and views of the Communist Party of Vietnam on the work of Party building, building PMs; improving leadership capacity, fighting strength of the party committee, party organization and improving the quality of PMs. Practical basis The thesis is based on the practice of building PMs, the quality of the work of PMM in the Communist Party of BTTM - the National Defence Agency; resolutions, directives, regulations and reports summarizing the work of Party building at all levels, party organizations, agencies and units at the GS and the thesis’s author investigations and related surveys. Methodology The thesis is carried out basing on the methodology of Marxism-Leninism, the thesis uses interdisciplinary and specialized scientific research methods, in which focus on using methods: combining logic - history, analysis, synthesis, statistic, relevant surveys, and experts’ consultancy. 5. New contributions of the study Introducing the conception of the quality of the work of PMM of the GPO in the Party Committee of the GS - Department of Defence. Drawing some experiences to improve the quality of the work of PMM of the GPO in the Party Committee of the GS - Department of Defence. 5 Proposing specific and feasible measures and solutions to improve the quality of the work of PMM of the GPO in the Party Committee of the GS - Department of Defence today. 6. Theoretical and practical significance of the study The results of the thesis contribute to clarify some theoretical issues on the quality of the work of PMM; simultaneously, it may provide the scientific evidence to help Party committees, party organizations, political officers and political agencies at all levels in improving the quality of the work of PMM in the Party Committee of the GS - Department of Defence. The thesis can be used as references for researching and teaching PW and PW at military academies and schools. 7. Structure of the study The thesis includes: Introduction, 4 chapters (9 periods), conclusion, and the thesis’s author’s published works, references and appendices. 6 Chapter 1 OVERVIEW OF THE THESIS-RELATED RESEARCH SITUATION 1.1. Overview of the results of the works related to the thesis and the issues need further addressing 1.3.1. Overview of the results of the works related to the thesis First, the above-mentioned works are based on the MarxistLeninist viewpoint, the Ho Chi Minh ideology, the policy views of the Communist Party and the Communist Party of Vietnam to explain clearly the position, role, the tasks, contents, and methods to supervise party members of the GPO. Second, the studies have explained the basic issues of party membership, party member management, the quality and improving the quality of the work of the PMM of the GPO in the Army. Third, these works have assessed the situation, indicating the causes of the pros and cons, and drawing experiences in managing party members in the party grassroots organizations. Fourth, the works have predicted the impact of the situation, pointing out advantages and disadvantages; defining requirements and proposing solutions to improving the quality of party member management of grassroots party organizations. 1.3.2. The issues need further addressing 9 First, clarify the theoretical issues about the work of the PMM, the quality of the work of the PMM of the GPO in the Party Committee of the GS - Department of Defence. Second, evaluate the current situation of the quality of the PMM of the GPO in the Party Committee of the GS - Department of Defence; point out the reasons for the advantages, limitations and draw some experiences to improve the quality of the PMM of the GPO in the Party Committee of the GS - Department of Defence. Third, forecast the impacting factors, determine the requirements and propose solutions to improve the quality of the PMM of the GPO in the Party Committee of the GS - Department of Defence today. Conclusion chapter 1 An overview of the studies related to the thesis shows that although each scientific work has different objects, scopes and methods, they all affirm the role and importance of the work of PMM. Some studies have mentioned the concept, content, form, and management measures of PMM. However, there has not been any scientific research on the work of the PMM of the GPO in the Party Committee of the GS - Department of Defence. This is considered as a new field and the thesis approaches this issue differently and independently, not overlapping with any works published previously. Chapter 2 THEORETICAL AND PRACTICAL ISSUES OF THE QUALITY OF THE WORK OF PARTY MEMBERS MANAGEMENT AT GRASSROOTS PARTY 10 ORGANIZATIONS IN THE PARTY COMMITTEE OF THE GENERAL STAFF – DEPARTMENT OF DEFENCE 2.1. Grassroots party organizations and the work of party members management of grassroots party organizations in the Party Committee of the General Staff – Department of Defence 2.1.1. The Party Committee of the General Staff Department of Defence and grassroots party organizations in the Party Committee of the General Staff – Department of Defence * The Party Committee of the General Staff - Department of Defence The Party Committee of the General Staff - Department of Defence is a party organization directly under the Central Committee, the direct leadership and direction of the Central Committee and the Ministry of Defence, with the task of leading the successful implementation of military and defence tasks of the GS, regulated in the Circular No. 17/2010 / TT-BQP, dated February 10, 2010 of the Minister of Defence. * Grassroots party organization in the Party Committee of the General Staff - Department of Defence Grassroots party organization in the Party Committee of the General Staff - Department of Defence is a type of grassroots party organization established in agencies and units under the GS and the Ministry of National Defence in accordance with the regulations of the Party Charter and The Politburo, the Secretariat, the Central Military Commission and the Political General Department; being a political nucleus, the leader of an agency or unit has successfully implemented the Party's lines, undertakings and policies, the laws of 11 the State, resolutions of their superiors and their duties; building a strong GPO, and powerful units. At present, the GPO in the Party Committee of the General Staff - Department of Defence include 31 grassroots party committees and 01 grassroots cell directly under the General Staff’s Executive Party Committee - National Defence Agency; 22 grassroots party committees and 56 grassroots branches belong to 05 superior grassroots party committees. The functions and tasks of grassroots party organizations in the Party Committee of the General Staff - Department of Defence comply with the Regulation No. 113-QD / TW dated January 25, 2018 of the Secretariat on functions and duties of the Party Committee , grassroots cell in the agency in the Vietnam People's Army. * Party members of grassroots party organizations in the Party Committee of the General Staff - Department of Defence Party members of grassroots party organizations in the Party Committee of the General Staff - Department of Defence are members of the Communist Party of Vietnam who are working, studying, training and under the management of grassroots party organizations in the Party Committee of the General Staff Department of Defence, performing its tasks according to the regulations of the Party Charter and of the Party Committees. * The duties of party members of grassroots party organizations in the Party Committee of the General Staff Department of Defence First, being loyal to the Party's revolutionary goals and ideals, strictly abiding by the Political Platform, the Party's Charter, 12 resolutions and directives of all levels of the Party Committee, the State’s law, the army’s regulations and the GS’s regulations. Second, raising awareness of self-awareness, actively study, practice, research, advise and propose to committees and heads of all levels according to their responsibilities, assigned tasks, and building powerful agencies, units and party cells. Third, studying, training and improving knowledge in all aspects, including political qualities and lifestyle ethics; fighting against individualism, opportunity, localism, bureaucracy, and corruption; refuting the hostile forces’ wrong views and their conspiracies. Fourth, keep a close relationship with the masses, respect and promote the mass ownership; propagate and mobilize the masses to uphold the sense of responsibility in the building of agencies and units; ready to help people participate in preventing natural disasters and epidemics and form the solidarity of the whole nation. Fifth, frequently train the political, ethical and lifestyle qualities; uphold the spirit of independence, autonomy, creativity in thinking, sense of discipline, solidarity, love and mutual help; associate theory with practice; and live and work according to Ho Chi Minh’s ideology, morality and style. * The characteristics of party members of grassroots party organizations in the Party Committee of the General Staff Department of Defence First, party members of the grassroots party organizations in the Party Committee of the General Staff - Department of Defence are diverse in terms of age, age in the army, age in the party, rank, and position. 13 Second, party members of the grassroots party organizations in the Party Committee of the General Staff - Department of Defence have been trained in academies and schools, are carefully selected, many comrades have undergone leadership positions, commanders from regimental and its equivalence. Third, party members of grassroots party organizations in the Party Committee of the General Staff - Department of Defence are able to cultivate, train, work, live and perform tasks in the military environment at strategic agencies of the Ministry of Defence with the far-reaching impact in the whole army. Fourth, some party members live at home, place of residence during breaks, days off; the working environment is mainly concentrated in big cities. 2.1.2. The work of party member management at grassroots party organizations in the Party Committee of the General Staff Department of Defence * The conception of party member management at grassroots party organizations in the Party Committee of the General Staff Department of Defence Party member management of grassroots party organizations in the Party Committee of the General Staff - Department of Defence is a comprehensive set of guidelines, contents, measures to lead, direct, and organize party member management at the Party Committee level and organizing the party to classify and evaluate the quality and capacity of each party member and the whole team, contributing to improving the quality of party members, meeting the requirements of building party members and clean party 14 organizations, helping party members to fulfil their duties as well as their responsibilities and tasks assigned. The purpose of the work of party member management of the GPO in the Party Committee of the General Staff - Department of Defence is for the party committee, the cell to grasp the situation of all party members and the whole team, serving as a basis for education and training to improve the quality of party members. The subjects of leading and directing party member management of the GPO in the Party Committee of the General Staff - Department of Defence is the Standing Committee; Party committees at the direct higher levels of the GPO; political agencies, party inspection committees at all levels. Party committees, cell, party committee secretary of the GPO in the Party Committee of the General Staff - Department of Defence is the subject directly conducting the task of party member management. The objects of managing party members of the GPO at the Party Committee of the General Staff - Department of Defence is: each member and the party members of the CPOs in the Party Committee of the General Staff - Department of Defence. The forces participating in the party member management include: Party Examining Committees at all levels, leading cadres, political agencies at all levels, cadres of Party members, system of command organization, and mass organizations, trade unions, security forces, civilian soldiers in the base units of the GS; the participation of Party committees, authorities, and local people of PMs. * The contents of party member management of grassroots party organizations in the Party Committee of the General Staff Department of Defence 15 First, determine the policies and measures of leadership, direct party member management of grassroots organizations. Second, implement the contents of the management of each party member and the contingent of party members of grassroots party organizations. Third, conduct the inspection and supervision of the party committees at all levels for party member management of grassroots party organizations. Fourth, draw experiences in party member management of grassroots party organizations. Fifth, ensure material and technical foundations for party member management of grassroots party organizations. * The forms and measures for party member management of grassroots party organizations in the Party Committee of the General Staff - Department of Defence Managing party members through practical activities; party activities; social relationships, family members and daily activities of the Party members; through the inspection, supervision and assessment of the quality of party members of the party organizations, promoting the role of organizations and forces participating in party member management; and encouraging selfmanagement for each party member. * The role of party member management at grassroots party organizations in the Party Committee of the General Staff Department of Defence 16 First, assist the party committees and party organizations regularly grasp and accurately assess the capacity of the party members, contributing to building clean and strong party organizations. Second, contribute to improving the quality of party members, especially in terms of political thought, morality, and lifestyle, which help them to fulfil their assigned tasks and duties. Third, contribute to improving the leadership capacity and fighting spirit of the GPO, improving the quality of performing political tasks. Fourth, contribute to protecting cadres and party members, preventing the deterioration of political ideology, morality, lifestyle and the resistance of hostile forces towards cadres, party members and party organizations. 2.2. The conceptions, the regulatory factors, the manifestations and the criteria for evaluating quality assessment of party member management of grassroots party organizations in the Party Committee of the General Staff - Department of Defence * The conception of the quality of party member management of grassroots party organizations in the Party Committee of the General Staff - Department of Defence The quality of party member management of grassroots party organizations in the Party Committee of the General Staff - Department of Defence is the combination of the values of elements, stages and steps of party member management, reflected in the quantity, structure and quality of the party members, the results of party members' tasks, leadership capacity, the fighting strength of the GPO, the results of the agency and successfully complete every task assigned. 17 * The factors regulating the quality of party membership management of grassroots party organizations in the Party Committee of the General Staff - Department of Defence First, the consistency of resolutions, directives, instructions, and regulations related to party member management and the related forces’ awareness and responsibility for the rules and regulations set out. Second, the attention of leadership and direction of superior committees, the quality and efficiency of guidance, direction and inspection activities of superior authorities for party member management of grassroots party organization. Third, the leadership capacity, the fighting strength of the grassroots party organization and the quality of the party members Fourth, the quality of content, form and measures for party member management of grassroots party organizations. Fifth, the responsibilities of the organizations and forces involved in party member management of the grassroots party organizations. Sixth, the conditions to ensure facilities, facilities, and technical facilities for party member management. * The manifestations of the quality of party membership management at grassroots party organizations in the Party Committee of the General Staff - Department of Defence First, the correctness of the guidelines and measures to lead party member management of the grassroots party organizations. Second, the quality of implementation of the content, form and measures of managing party members of grassroots party organizations. Third, the assessment of the changes in quantity, structure, quality, and results of fulfilling the tasks of party members as well as that of grassroots party organizations. Conclusion chapter 2 The work of party member management of grassroots party organizations in the Party Committee of the General Staff Department of Defence is one of the important areas of the work of building party organizations and a contingent of party members. The content, form, and measures for the management of the PMM in grassroots party organizations in the Party Committee of the General Staff - Department of Defence are very diverse and various. The identification of the content, form, measures, and the quality manifestations of the PMM and the evaluation criteria for the quality of the PMM in grassroots party organizations in the Party Committee of the General Staff - Department of Defence is seen as a foundation 19 to evaluate the current situation of the PMM. Accordingly, it determines the requirements and proposes solutions to improving the quality of PMM at grassroots party organizations in the Party Committee of the General Staff - Department of Defence. Chapter 3 THE CURRENT SITUATION OF THE QUALITY AND SOME EXPERIENCE IN IMPROVING THE QUALITY OF PARTY MEMBER MANAGEMENT at GRASSROOTS PARTY ORGANIZATIONS IN THE PARTY COMMITTEE OF THE GENERAL STAFF - DEPARTMENT OF DEFENCE 3.1. The current situation of the quality of the work of party member management at grassroots party organizations in the Party Committee of the General Staff - Department of Defence 3.1.1. The advantages First, the relevant subjects and forces have better awareness and responsibility for party member management. Second, the content of party member management of grassroots party organizations is effective and appropriate. Third, the form and measures of party member management of the majority of the party committees at all levels, the party organizations have closely followed the object, consistent with the missions of each party committee. Fourth, the political, ethical, lifestyle and working results of the party members have had several positive changes with significant achievements. 3.1.2. The limitations and shortcomings First, together with the country's achievements, our Party has always determined that the task key is to build and correct the Party. Second, the awareness and responsibilities of some party committees and organizations for party member management are inadequate. 20 Third, some points on party member management at grassroots party organizations are slow to be reformed and are not as effective as expected. Fourth, the form and measures for party member management at some grassroots party organizations are slow to be reformed and ineffective. Fifth, the results of implementing the responsibilities and tasks of some party members fail to meet the requirements of their assigned tasks. 3.2. The causes and some experiences in improving the quality of party member management at grassroots party organizations in the Party Committee of the General Staff Department of Defence 3.2.1. The causes * The causes of the advantages First, together with the country's achievements, our Party has always determined that the task key is to build and correct the Party. Second, there is timely leadership and direction of the party committees and superior political agencies for party member management. Third, the leadership, direction and strict implementation of the Party committees and branches at all levels for party member management. Fourth, the overwhelming majority of party members have a positive sense of self-training and practice. Fifth, the promotion of the role of different related organizations and forces participating in party member management. * The cause of the limitations and shortcomings First, some party committees, party organizations and grassroots party committee inspection committees have not taken full responsibility for party member management.
